Frequently Asked Questions — Houma, LA
What permit and environmental-window lead time should we plan for when scheduling subsea work?
Plan around the season—in-water windows close during fish migration and nesting, so summer scheduling in LA often books weeks out. Permits also take time: work in federal navigable waters needs U.S. Army Corps of Engineers and Coast Guard coordination, state governments may have their own rules like a separate water-quality certification, and the dive employer has to comply with OSHA 29 CFR 1910 Subpart T with their own safety plan. Ask the contractor to list the permits they'll carry and the ones you must provide early.
What inspection reports and data will we receive after the dive?
You'll get a dive log, annotated underwater video and stills, and a condition report that maps deficiencies to location—often as a PDF plus a spreadsheet uploaded to your CMMS or asset inventory. If it's bridge substructure work, the report must be signed by an FHWA-NHI qualified team leader to stay compliant with NBIS; weld repairs are judged against AWS D3.6M. Confirm the digital deliverable format before mobilisation so you're not paying for a second data translation.
How is commercial diving priced compared to a normal marine construction bid?
Expect a crew and spread day rate—dive team, decompression or saturation spread, boat, and support—plus a separate mobilisation charge to get equipment to Houma or LA. Inspection is usually quoted per structure or per substructure unit, while repair and construction is unit-priced per linear foot or per pile; the mobilisation line is often why two otherwise similar bids look very different. Ask for the day-rate breakdown and the assumed duration so you can compare on an equal basis.
Is diving always cheaper than a haul-out, or when should we just dry-dock?
In-water work saves the dry-dock bill and out-of-service time, but you trade for limited visibility and the fact that some items—shaft, rudder, through-hulls—are better evaluated with the boat light-loaded or on blocks. A UWILD under 46 CFR 71.50-3 can often replace the inner-hull survey portion of a dry-dock exam, but the classification society's approval dictates that, not the diving contractor. Ask the operator upfront what they can and cannot certify while the vessel stays afloat.
